Abstract Low-heat Portland cement clinker was prepared by using industrial raw materials such as limestone, red sand, clay and non-ferrous metal slag, with the conventional clinker moduli of KH = 0.80 ± 0.02, SM = 2.5 ± 0.1 and IM = 0.9 ± 0.1. Appropriate amounts of fluorite tailings, yellow phosphorus slag and phosphogypsum were also introduced. The effects of the compound mineralizer on the formation of Portland cement clinker minerals and their properties were revealed through chemical analysis, XRD, petrographic and physical performance tests. The results showed that the appropriate addition of mineralizers could improve the burnability of raw meals, reduce the f-CaO content in clinker, optimize the mineral composition of clinker, and change the size and structure of A and B minerals. These changes collectively led to an increase in the hydration reaction activity of cement, thereby enhancing the performance of cement. The 3-day compressive strength of cement increased by 20.5% to 17.6 MPa, and the 28-day compressive strength increased by 9.0% to 50.8 MPa.
